This guide is intended for new players who do not yet have a decent character capable of holding it's own in PVP or higher end PvE such as Ares, as well as players who want to gain some exp for their existing fighters.
If you are a new player it is highly recommended that you make an 'XP Build' - that is a character with the loner trait and 6 IN to get the swift learner support perk. This combination will give you 20% extra XP from every activity from which you gain XP.
The best build I have a found for an XP build is this:
In battle, it uses Cigarettes, Psycho and Nuka. Can use beer also if you don't mind having just 4 PE.
You should do a few non-combative quests to raise it up to around level 6. (examples - Far Go Trader Message, Jacob/Gun runner quest, Dusty's debt, or even shit shovelling)
Once at level 6 go hunting for molerats and raiders in the junktown area using an incinerator. As you level up, you want to take the perks in this order:
Adrenaline Rush
Toughness
Pyromaniac
Even tougher
Pyromaniac
Bonus Rate of Fire
Lifegiver
More Ranged Damage
Level Big guns first, small guns is entirely option, I just took it to make mine more versatile but in reality this build is all about the Pyro! The advantages of an incinerator are it can one shot kill most humanoid NPC's, especially when you start getting the Pyro Perks. Also if you have several enemies coming at you in a line, aim for the furthest enemy and you will spray them all for the same damage! This makes levelling with this build very fast, level 24 can be achieved in 3 hours with the right approach.
At around level 8 you should be able to take on ghoul scavengers for 500+ exp a pop!
Do this until level 18 and then head to the desert and flame groups of centaurs and aliens fighting each other for easy XP up to 24.
Don't stop here! While perks end at 24 when you re-roll this to a serious fighting build you will want high levels to compensate for low INT. To get even more XP you can raise Doc to 100 (you will want to as soon as possible anyway) for drug/stim crafting and repair to 100 for crafting weapons/ammo and use of Junk Levelling
