This PvE build is intended to help new players get off the ground fast in reloaded, getting set up with safe houses, crafting professions and being able to defend themselves against players to a modest standard. So make your build with the SPECIAL/Traits/Tags detailed here:
The above picture shows the build at level 4 but you need to get here first! So once you have registered - complete some of the non-combat related quests detailed in wiki: Quests
But before levelling up, head straight for gunrunners and get the bonus to melee fighting skill and also to the book shop in hub for the Swift Learner Support Perk which gives +10% to XP gained.

Your immediate priority is to get Science to 100 to get the Educated support perk for +2 SP every time you level up. Do this before anything else. You will also now be able to get both Energy Expert Professions for crafting Power Fist and eventually Mega Power Fist which will be this characters weapon of choice.
Next Its Close Combat to 100 and then Outdoorsman to 100. With Outdoorsman 100 head to Gordons Gas Station at Co-Ordinates: 737:927 Zone: 14:18. Don't try to fight anything in the desert along the way - just run and get there alive.
You need to talk to the girl stood outside named Tamira and select dialogue choices in this order: 1 1 1 1 2 1 2 1
You know have the Ranger Support Perk which means that every tent you make will be a safehouse with its very own workbench!
Make one next to a mine for easier crafting.
Next get speech to 30 and you will have enough Party Points to get a human follower (you can find them in bars in the cities or gathered around the statue at San Francisco. They will help you out in PvE fights.
Now level your character to look like this at level 15
You now have 100 in repair for getting the gunsmith and armorer professions as well as 100 doctor which will allow you to get the doctor professions for making Drugs - a very important component to every build in the game.
At the end your character should look like this:
You now have a well rounded start character who can do most basic things for you, this will be the rock upon which you can build your support network for main fighting characters. Now you have this, it's time to make your XP Build and begin getting fast xp for a character who you will later Re-Roll into a decent fighter.
