Intro
Leveling additional characters takes time. It's called a grind. We have some smart ways to level, including the junk method that Lippo loves so much. As we all know by now, the re-roll feature now makes it possible to use a leveling build to reach a targeted level in the fastest way, then re-roll, register the build you really want, and use the Achievement Book to insta-level the new guy. The build below is intended to be a tough tanky leveling build, so it's not the one you want long-term; it's just the one you use to get to your desired level (however you level) before you transfer the xp to a new character via the re-roll function.
Notes
The important factors in this build are the Loner Trait, and the Swift Learner support perk (requires IN 6). Any "leveling build" should have these two things, as they each give 10% additional xp whenever xp is earned. (Some people will argue that a leveling build should have IN 8 and Educated, but that doesn't actually help to level faster). At level 1, your first step is to go to Gunrunners and get the Boneyard Guard perk for a small boost to SG skill. Then read the 10 SG books. Also read 10 Science books to get Swift Learner. Then grab a P90 and go do whatever it takes to reach level 9 and Even Tougher. Then head out to the desert, kill centaurs, floaters, and aliens to level 24. (Avoid fire geckos until you have good Hit Points).

Some Logic
PE 1 is perfect, imo, for a leveling tank because it means you enter encounters closer to the enemy. You likely want to 1-hex targets a few thousand times anyway, so PE 1 saves some time. Tagging Doctor is also a best choice on a leveling build, over tagging FA, because you get Doctor skill to 100 much faster and thus can get some levels by crafting drugs sooner.
