This is not the only way to do it, but so far i am getting rich from farming the Gunrunners mutant quest.
Back in Season 1, I had a fully implanted character. Once it was all wiped and this Season 2 began, i did not bother to do all the work for more implants. But about 2 months ago, i decided to go for it. I started farming GR mutant quest with 2 fighters, one right after the other. I loot all of it: miniguns, flamers, laser rifles, even the resource items. I pile it up at a tent i built immediately adjacent to the quest location. (I pile the special items in a different stack.)
When the quests are done, my barter guy goes to the quest tent, loads all those standard gear piles into his trunk and starts visiting some of the merchants all over the map. Use the wiki (Merchants page) to see who buys Big Guns, and then find out along the way which ones of them buy flamers and LSW. They all buy miniguns, 5mm ammo, and rockets. You might get 5k caps for a single minigun! If merchants have no caps, it means you have some competition with others doing the same thing. You can opt to trade miniguns for fresh 100% Combat Armor Mk2 at some places like Gunrunners and Jacob in Old Town Hub.
If you get into a routine doing this, you will get rich. You will be able to walk into San Fran and buy implants and pay for surgeries. Your next question will be...what build should i implant? It's a fun question to answer.
The payout on this quest also helps a bit. You can stack up a ton of ammo (for leveling another farmer), or Combat Armor. You get about 13k xp each quest, including the 4k xp at the end. Repeat this quest in 6-8 hours (or whatever it is).
You will use a lot of Super Stimpaks doing this. Long ago i did the work to craft them. I will likely have to do that again some time soon, but no worries - it's great xp for leveling another quest farmer.
