The point of this build is to be something that can be easily run and managed by any new player in a town control PvP. There are definitely more efficient builds, but many of them require a certain degree of experience, knowledge, and skill. Some recent encounters reminded me how often people forget about clear line of sight, and end up bursting allies as much as the enemy.
-High PE is important, awareness and taking full advantage of the obscene range of the assault rifle
-Some critical perks, groin shots would probably be best I think in a group setting, with eye shots in situations which the user feels appropriate (learn when to disable for allies vs when to kill)
-Some burst potential when it is appropriate (begins to learn when to safely burst)
-Tank beyond that. It is as much a meats shield as it is anything else.
A single individual running this build would not be much of a threat. But the point is to make use of a superior number of troops. Experienced TC players would not run this. It is the sort of build you give a bunch of newbies access to a temporary safehouse stocked with cheap weapons and cheap combat mk2 armor just before a town control. They run around, die, come back and restock immediately on cheap armor/weapons.
The most I would use for drugs is cigarettes, and maybe buffout+nuka. It is meant to be a cheap shock trooper for newbies.
Uncertainties
-Final perk is uncertain, stonewall, man of steel, 3rd lifegiver, bonus rate of fire.
-Is stonewall worth it without the pump up from psycho/buffout?
-With the tank builds of the enemy, can this even reliably get criticals? It is relying in part on just multiple shots from multiple people
-penalized Agility by 2 for bonehead and higher perception...is it worth it? LK5 vs Lk 3 alternatively
